Forensic Psychiatry: Currently the senior military clinician for Line of Duty (psychological autopsies) death and court-ordered forensic examinations at Fort Hood, TX. Operated on a team with CID to improve behavioral health input on high-risk/high-interest cases. Expert witness and expert consultant experience since 2012, specializing in addiction, substance-related, blackout, cognitive, and memory impairment cases. Recognized by the military/federal judicial system as an expert in psychiatry, forensic psychiatry, and addiction psychiatry.

Oversees recruit waiver requests for military service for individuals with a history of addiction management or treatment—instructor for the Medical Review Officer (MRO) certification course. 

Deputy Consultant, Office of the Surgeon General of the U.S. Army: Provides direct feedback to the Surgeon General of the U.S. Army on all psychiatric-related programs, content, and training. Oversees selection of and placement of psychiatry-related manning and training programs. Develops and reviews U.S. Army policy on psychiatry and behavioral health management. Reviews and opines on suitability for service of applicants with histories of mental health treatment. 

XIll. CLINICAL ACTIVITIES

04/21-current: Chief Medical Advisor, Oria Health; Killeen, TX.
Provides prescriber clinical supervision and supports medical oversight and decision-making for Oria Health. Oversees internal review process. Advises founder, CEO, and other organization executives. Oversees medical planning and decision-making relative to organizational operation. 

06/18-current: Program Director, Psychiatry Residency, Fort Cavazos, TX.
50 hours per week GME work in outpatient, consult liaison, and inpatient settings in support of the department and the residency program. Attending provider at 0.25 FTE (the norm for program directors is 0.1 FTE). Committee work  of Credentials and Impaired healthcare providers. Additional duties as Medical Review Officer (SUDC) for Fort Hood and forensic support to local, regional, and national staff judge advocate (approximately 30 hours per month trial / forensic time). Multiple assignments as CQMQA investigator or lead Panel Member in formal investigations of other physicians for misconduct. Developed a new 4-year psychiatric residency for joint US Air Force and US Army, including all curriculum and didactic education. Trained other psychiatrists, psychologists, and social workers to become faculty educators. Ensures compliance with both military and civilian education oversight boards. Serves as the chief medical officer for the Department of behavioral health at Darnall Army Medical Center.

06/16-06/18, Associate Program Director, Chief of Inpatient Psychiatry; Tripler, HI
60 hours per week, with 1.2 FTE production, Inpatient Supervisor, and Faculty Staff Psychiatrist for a 14-bed ward acute psychiatric ward with resident, PA, and medical student rotators. Subject matter expert in hospital for complicated withdrawal and other substance-related treatment issues. Experience in provider and resident substance use disorder treatment. Supervised the peer review system for inpatient behavioral health services.

06/15-06/16, Fellowship – Addiction Psychiatry

06/11-06/15, Chief of Department of Behavioral Health, Installation Director of Psychological Health; after deployment, Chief Medical Officer for Department of Behavioral Health. Senior supervisor and senior medical staff for 89 personnel across 5 clinics at Ft Sill, OK. Involved in hospital-level administration and coverage for hospital chief medical officer absences. Voting member in ECOMS, Credentials, and multiple other hospital-wide committees, Chair of Impaired Provider Committee. Re-wrote the medical staff by-laws.
